Levi Harbin

Levi Harbin has been a police officer for over 20 years. He spent over a decade in patrol in his department’s busiest command. He was a member of the SWAT team and a Field Training Officer. Levi has served on proactive units and spent time in an undercover capacity. He has a Master of Science Degree in Law Enforcement and Public Safety Leadership from the University of San Diego (Go Toreros) and a Bachelor of Science Degree in Business Management from the University of Phoenix.

Currently Levi oversees Officer Safety and Field Tactics for one of the largest regional academies in California. Recognized for his knowledge in tactics and Use of Force, Levi is a court certified Use of Force Expert who serves on both his department’s Shooting Review Board, his department’s Use of Force Committee, and the County’s Use of Force Committee. Additionally, he is subcontracted by the San Diego District Attorney’s Office and the County of San Diego’s Psychiatric Emergency Response Team (PERT) as a Use of Force and tactics related consultant and instructor. He serves as a member of the California Department of Justice De-escalation Committee, the POST Scenario Committee and was a creator and contributor to the California POST De-Escalation Curriculum.

Levi was instrumental in the creation, implementation and continued facilitation of the San Diego District Attorney’s Office’s De-escalation and Assembly Bill 392 training for all law enforcement throughout San Diego County. Levi’s ability to simplify Use of Force related case laws and current circuit court decisions into concepts that are easier to apply without a complete kanowledge of legalese is what sets him apart.

Current Responsibilities:

· Conduct training need assessments

· Facilitate, review and update lesson plans (See list of classes below)

· Assist, monitor and schedule part time instructors.

· Officer safety and tactics research regarding Academy and Department

· Facilitate Legal Updates and Tactical Training for Command Staff

· Coordinate Academies’ 40-hour role-play scenario testing.

· Member of the use of force committee. Discuss use of force issues, trends, and training.

· Facilitated Advanced Officer Training (AOT) for Building Searches and Active Shooter class. Incorporated Force on Force.

· Coordinate and Facilitate Department’s Active Shooter Drills.

· Instruct Critical Response Team (CRT) classes.

· Oversee all aspects of training and maintenance related to the Force Option Simulator (FOS)

· Serve on the Department’s shooting review board (SRB)
