Michael Rhoten is a highly experienced law enforcement professional with nearly two decades of dedicated service. Since becoming a sworn police officer in 2006, he has built a distinguished career as a Police Sergeant, SWAT Team Supervisor, and recognized Use of Force Expert.

Currently, Sgt. Rhoten serves as a Department Use of Force Expert, where he is responsible for developing and delivering advanced training programs, reviewing and updating departmental policies, tracking use of force trends, and providing expert testimony in court. His expertise informs the department's approach to defensive tactics and ensures that officers are equipped with the most current and effective techniques.

Throughout his tenure, Sgt. Rhoten has held multiple leadership roles, including supervising patrol squads, coordinating community policing initiatives, and directing specialized teams in high-risk environments. As a Primary Response Team Sergeant with SWAT, he leads critical incident responses, oversees high-risk warrant service, and ensures the safety of officers and civilians during dangerous operations.

A passionate educator, Sgt. Sgt. Rhoten holds a bachelor’s degree in criminal justice from San Diego State University and has completed extensive advanced training through the California Commission on Police Officer Standards and Training (POST). His credentials include POST Advanced Certification, multiple instructor certifications, and specialized training in areas such as SWAT operations, crisis response, and tactical communication.

As an author and policy contributor, he has played a key role in developing and revising Use of Force policies, created training videos, and provided expert analysis for Use of Force reviews. Sgt. Rhoten has testified as a Use of Force expert in both criminal and civil cases, shaping best practices and legal standards for law enforcement professionals.
